The six rules that decidewhether you can sell.
决定您能否在欧洲销售的六项规则。
Between December 2024 and July 2028, the European Union rebuilt the entry conditions for imported consumer goods. Here is every rule that applies to you, in the order it takes effect — what it demands, and what happens if you ignore it.
In force, and coming 时间线
13 December 2024
In forceGeneral Product Safety Regulation 通用产品安全法规
No consumer product may be placed on the EU market unless a responsible economic operator established inside the EU is named for it. That operator keeps the technical file, answers authority requests and handles recalls. A Chinese entity alone cannot fill this role, and marketplaces must display the operator's details on the listing.
1 July 2026
In forceEnd of the €150 duty exemption 150欧元免税门槛取消
Low-value consignments are no longer duty free. A flat customs duty of €3 per tariff code applies to each parcel — so a parcel containing three different product types carries €9 before VAT. For low-margin direct shipping, this alone can invert the unit economics.

In forcePackaging Regulation, Article 45 包装法规第45条
A producer established outside the EU must appoint an authorised representative in every single member state where its packaging reaches buyers, by written mandate. Without that mandate you cannot lawfully place packaged goods on that market — and online marketplaces are obliged to verify your producer registration number before allowing you to sell. This is the rule most exporters have not yet noticed, and it is already running.

SoonBan on unproven green claims 绿色宣称禁令
Generic environmental claims without proof become unlawful: eco-friendly, green, biodegradable, self-invented sustainability labels, and "carbon neutral" claims based on offsetting. The ban covers packaging, product names and listing copy — which means a listing that converted well for years can become a liability overnight.
1 November 2026
NextProduct identifiers on parcels 小包裹产品标识符
Low-value consignments without valid product identifier data can be held, inspected or refused at the border, and a second handling fee applies from the same date. The cost of a missing data field stops being administrative and becomes a stuck container.

HorizonEU Customs Data Hub 欧盟海关数据中心
No threshold and no flat rate: every item is assessed at its real duty from the first cent, and platforms answer as the legal importer. Whoever has an EU establishment and clean product data by then will simply keep trading. Whoever does not will be re-papering under pressure.
Which obligation hits you first depends on what you make 不同品类,不同义务
Packaging and product safety apply to almost everyone. The extended producer responsibility schemes on top of them differ by category — and each one is a separate registration, in each member state.
| If you make | Extra registrations you need | The one that usually bites |
|---|---|---|
| Electronics & appliances 电子电器 | WEEE, batteries, packaging | WEEE registration per member state, plus a battery declaration for anything with a cell in it |
| Lighting & electrical 照明电工 | WEEE, packaging, CE/EMC file | Lamps count as WEEE — including the ones sold as spare parts |
| Toys & baby products 玩具母婴 | Toy Safety Directive, packaging, GPSR | Age marking and the technical file; this category is audited most often |
| Textiles, clothing, shoes 纺织服装鞋类 | Textile EPR, packaging, fibre labelling | Green claims — "organic", "eco", "recycled" without proof |
| Furniture & building materials 家具建材 | Packaging, GPSR, product-specific CE | Bulky-goods EPR fees and the returns cost nobody models in advance |
| Housewares & kitchenware 家居厨具 | Packaging, food-contact declaration | Food-contact materials need a declaration of compliance per article |
| Health & personal care 健康个护 | Cosmetics notification, packaging, GPSR | CPNP notification and a responsible person before the first sale |
| Vehicles & two wheels 车辆两轮 | Batteries, WEEE, type approval | Type approval for anything road-legal; battery rules for the rest |
Not sure which column you are in? That is exactly what the free readiness check answers.
Every one of them needs somebody inside the EU 共同点:都需要欧盟境内的主体
A legal person, not an address
A mailbox service does not satisfy any of these rules. The representative must be a real established operator who can be inspected and held liable.
Per member state, not per market
Packaging representation is national. Selling into six countries means six mandates and six registrations — which is why a single partner who files them all matters.
Before the first sale, not after
These are entry conditions. Registering after a listing is suppressed means lost season, not just a late fee.
